Preface

This collection was sent to the Mount Sinai Archives in the 1980s over several accessions. Some of the files were removed and placed in an artificial collection called Mount Sinai School of Medicine. Early Papers, 1946-1969. A series of Chronological files were discarded in 2004 as they duplicated what appears in other files. A preliminary finding aid was created in December 2012 by Barbara J. Niss. An accretion of material related to the Special Search Committee for Dr. James’s successor was added in October 2016.

Historical Note

The Office of the Dean of Mount Sinai School of Medicine was created with the chartering of the School in 1963. Hans Popper, MD, PhD served as the Acting Dean from the beginning. In January 1965, Irving Schwartz, MD, Chairman of Physiology at the University of Cincinnati College of Medicine was asked to serve as the Dean. He was introduced in that role during a visit from the Liaison Committee on Medical Education in January. By spring 1965, Mount Sinai administration was again searching for a Dean and future President of The Mount Sinai Medical Center, with Dr. Schwartz now officially the Dean of the Graduate School of Biological Sciences, as well as Chairman of the Mount Sinai Dept. of Physiology. Dr. James was initially offered the position of Chairman of the new Department of Community Medicine and then the position of Dean. Dr. James accepted the Deanship in June and his official tenure began November 1, 1965. In 1969, with the activation of The Mount Sinai Medical Center, Dr. James also became the first President of The Medical Center and the chief executive officer for both the Hospital and the School. Dr. James served as the Acting Chairman of Community Medicine until the appointment of Kurt W. Deuschle, MD in 1968.

Mount Sinai School of Medicine of The City University of New York opened in September 1968 with both a first year and a third year class. A small bus garage building on 101st Street was purchased in 1967 to serve as the first home of the School until the long-awaited medical school building could be built. In 1969 ground was broken for the tower building; it opened to students in 1973.

Dr. James remained as Dean and President until his sudden death in March 1972. At that time, Dr. Hans Popper, who had been Dean for Academic Affairs and Chairman of Pathology, was named Acting and then full Dean and President until the appointment of Thomas C. Chalmers, MD in 1973.

Biographical Note

George James was born in 1915 in New York City, but moved to New Rochelle, NY when he was very young. He graduated from Columbia University in 1937, Yale School of Medicine in 1941, and received a Masters in Public Health from Johns Hopkins University in 1945. He trained in pediatrics and his early career was spent in public health work. In 1956 he became the Deputy Commissioner of Health for New York City and was named full Commissioner in 1962. During his tenure with the Health Department, he achieved the long sought goal of the fluoridation of the City's water supply, opened health clinics, and worked hard on reaching out to the community, and backing his decisions with data. Long interested in education, he served on the faculty of Yale University School of Medicine, Columbia University School of Public Health and Administration, the Harvard School of Public Health, and Albany Medical College, among others.

During his time at Mount Sinai he was responsible for the day to day efforts of creating a school from the ground up. He oversaw the building program that created the Annenberg Building, the search for an academic affiliation for the school, the addition of basic science faculty and staff, and the creation of a governance structure including every policy and procedure needed to run a school. He worked closely with Gustave L. Levy, Chairman of the Board of Trustees, and with other Trustees on the many and varied fund raising and policy issues that arose.

One of the more difficult roles James played was as President of The Mount Sinai Medical Center, trying to manage the needs and desires of the Hospital and the new School. The Director of the Hospital had traditionally reported to the Trustees and was the chief executive. With the activation of the Medical Center structure, the Director, S. David Pomrinse, MD, now reported to the President/Dean, a sometimes uncomfortable and contentious situation.

Throughout his years at Mount Sinai Dr. James remained active in various public health organizations, and served as a member of many public commissions and task forces. He was a strong and early advocate against smoking. He published over 190 papers in his career.

Dr. James had suffered a stroke in 1971. In March 1972 he had a second stroke that led to his death on March 19th. His loss was a heavy blow to the young school.

Scope and Content Note

These are the office files of George James, MD, the President and Dean of Mount Sinai from 1965 until his sudden death in 1972. Hans Popper, MD, PhD was appointed Acting Dean and President when James died. Dr. Popper maintained his office in the Atran Building and came to the President's Office on the 8th floor of 1184 Fifth Avenue each day to conduct whatever business was necessary. This served to provide continuity in the files and many of the folders extend to 1973 when Thomas C. Chalmers was appointed Dean and President. His files form a separate series.

Series Description

The President's Office filed records by series and then chronologically in a system created for them by the Rand Corporation. A Chronological Series was destroyed as the material was duplicated in the other series. These are the series that are found here :
